Some of these impacts may yield positive or negative externalities for health priorities that do not have the same perceived urgency. The interplay between COVID-19 prevention (a high priority, high perceived urgency issue) and non-communicable disease (NCD) prevention (a high priority, low perceived urgency issue) provides a good case in point.
